View 43Quality Assurance and Process Management Group Classification and CompensationRFPLACERA has a need for organizational, classification, and compensation studies for its Member Operations Group (MOG). The Quality Assurance and Metrics Division (QA) performs three main functions on behalf of MOG, which are those divisions that provide retirement benefit services to LACERA’s members. The consultant will help redefine how QA operates within the organization as the functions have evolved. QA’s services consist of: • Independent transactional audits of work processed by MOG staff for our members • Technical benefits training for MOG staff, from new hires to veterans • Special projects as assigned by the Executive Office and consistent with QA’s independent quality assurance function. The Process Management Group (PMG) is currently a Unit within the Benefits Division that serves to improve organizational effectiveness through project initiatives, cross-divisional process integration, and the development of business process rules, procedures, and metrics. The Unit was initially created to consolidate all MOG process development and/or improvement efforts, business rule and/or operating instruction development and maintenance under one unit to work with Benefits, Member Services, Disability Retirement, Communications, and QA Divisions. The current job classifications have not been updated to reflect this function. View 41Economic Impact AnalysisRFPLACERA is inviting vendors to submit proposals to conduct an economic impact analysis of LACERA’s retirement benefits. In 2022, LACERA engaged Beacon Economics to conduct an economic impact analysis of LACERA’s pension benefits. The analysis evaluated the effect of the pension benefits within the County of Los Angeles across its five districts and their effect statewide in California. The analysis also highlighted the generation of fiscal revenues from the pension benefits at the county, state, and federal level. LACERA also engages with state and federal legislators whose districts are within the County of Los Angeles to increase our presence and visibility with those legislators as well as provide education and information about LACERA’s history, organization, and operations. The purpose of this RFP is to select a consultant to provide an updated economic impact analysis for the Pension Plan portfolio. The scope of work includes an economic impact analysis of the Pension Plan covering the County of Los Angeles and the State of California. These records, which no longer require immediate access but are not yet eligible for disposal due to administrative, fiscal, or legal requirements, must be retained for a specified period beyond their administrative need. Consequently, they will be sent offsite for storage until their disposition, as outlined in the record retention schedules. View 7Member Experience Communications PlatformRFPThe new system shall meet the following objectives: • Replace the existing AWS Connect with a cloud-based communications service that provides Omni-Channel Contact Center with native MS Teams certified integration. • Implement skills-based routing; remote agents; multi-channel agents; voice and screen recording; place-in-queue estimated wait time and scheduled callback; Interactive Voice Response (IVR) self-service/help; screen pops; priority routing; workforce optimization/management (including forecasting capability); customer feedback; voice authentication; real time voice analytics during calls (resulting in real time AI assisted calls), AI assisted chat capability integrated with email, IVR, and lacera.com; and service requirement escalations, analytics and reporting. • Complete the initial implementation of the platform by end of FY 2024, with subsequent phase with TBD implementation dates as we fully capitalize on all services sought.
